ICANN's Proposed Budget
On 14th May, 2004, ICANN has released their budget proposal for the year 2004-2005. This budget significantly changes the funding model of ICANN, and threatens the existence of a large number of Registrars.

Alliance Proposed Budget
On 30th June, 2004, our alliance of 75 Registrars has responded to ICANN's budget by drafting our own budget document.

What does this new ICANN budget propose?
To be very short and succinct the new budget proposes the following change for Registrars

* It increases the yearly fee of Registrars from around $5000 to around $24000
* It increases the per domain name fee of every Registrar to around $0.25 per domain

What is the impact of this new Budget on Registrars?
The impact of this new proposed budget structure on Registrars is disastrous. A lot of Registrars will go out of business. A lot of new applicants will get discouraged. In effect the number of ICANN Registrars will reduce considerably to a small set of large monopolistic registrars, entirely against the principles on which ICANN was originally founded - ie to foster competition, globalization and growth.

What is the impact of this new Budget on ICANN?
While ICANN currently does not realise it, but this budget spells doom for several Registrars and thus ICANN too. ICANN's new budget proposal is calculated on 200 Registrars each paying the above $24000. The issue is that many of these Registrars will cease to exist based on the new budget, which will result in ICANN themselves actually realising only a portion of this amount. This will result in a shortfall in ICANN meeting its budgets, thus resulting in a weaker ICANN

Additionally this budget does not align well with ICANN's goals, which is to promote competition and foster globalisation and growth

We are in the process of preparing various petition letters to ICANN and to liaison with ICANN to encourage them to take a relook at the budget and suitably modify it to take into account the issues caused by the current Budget proposal. What is good about this budget?
The budget as a whole is not bad. There are quite a few good points. For instance conversion of the fee to a transaction based model instead of a quarterly variable fee is a significant step in the right direction.
